They can be set close but carbs should always be synced to the engine as the final step along with the idle down adjustments.
Bench sync is just adjusting the carb linkage so each throttle valve opens at the same time and amount. This can be seen with a light in the plenum box.I do suggest using a shop vac and watch each slide operate too.
Another bench check is to gravity feed the carbs with gas and verify none leak then drain each bowl looking for the same amount of fuel in each one.

You didn't "get" it...you stole it.... :P
The last one I "got" cost me a grand and another $600 to get it roadworthy.
If you intend to make it a great bike again expect to spend a fair amount of money and lots and lots of hours.Theres plenty of things to tend to..
Such as...
Replacing all the fluids...Brakes,forks,coolant,rear end...and lots of things to grease too....
We're kinda good with electric here. The wing has a problematic charging system. It can be a bit hinkey.
Just getting the engine running is the first thing tho.Once it has a heartbeat the rest is easy stuff.
Look at the date code on the tires...hope there no more than a couple of years old... Good tires are kinda important..
