1983 gl 1100 no front brake pressure

So a customer and friend of mine inherited an 83 gl100 from his grandfather that passed. We had to go through the front brakes because they were hanging up we rebuilt the front calipers and replaced the master cylinder along with the hoses and the brakes just don't build any pressure. We get clear fluid out of both with no air and you can watch the calipers move like they are working but it will not build pressure. We have tried reverse bleeding as well as vacuum bleeding with no results

83s had linked brakes originally, the right front IIRC is tied to the rear brake, that might have been changed and if so the front master cylinder doesn't push enough fluid to work both front brakes.
