Are you sure the cable is retracting the clutch? Adjust at cable or at the clutch.I forget is the 83 a hydro clutch.. if so bleed it..

Also the plates can get stuck drain a quart of oil,put in kerosene or diesel or MMO or sea foam run engine for a while better to ride it easy for 50 miles but if you can't shift running s is the best you can do.. may loosen up the plates if they are stuck together.

If that doesn't work you may have fork or dog issues..which means splitting cases..not good

Rock the bike back and forth with the engine off while shifting the gears if it will change when it is not running then you have a problem with your clutch,How long has it been sitting ? You might want to add some MMO to the oil .

Its too early ,now I see it has sat for 14 months,Chances are it was not stored properly,If you can get it to change gears with the engine not running ,Adjust your clutch then put in a 1/2qt of MMO start the bike let it get good and warm keep the RPMs below 4000 while working the clutch the whole time,Then with it on the center stand see if you can go 1-5 and back down if you can do this a few times then take it for a ride around town keeping the rpms under 4000 and changing gears often then take it home and change the oil and filter.Hope this helps.Joe

Have you checked the shifter position.if it's on wrong it won't shift it hits the pipes or the starter.
