I put a test light on it and it is a steady pulsing, almost like it has a flasher, possibly someone put one on it and it just started working again?haven't had the bike long.where might it be located if it does?

You might have a headlight modulator installed. If so, it must (by law) have a light sensor that activates it only when enough daylight falls on the sensor. It's possible that the daylight sensor was covered or otherwise obscured before?

I'm a big proponent of headlight modulators. I have one on my own bike.
