GL1100 Cylinder head oil restrictor in feed to rockers

Can anyone tell me why two "O" rings on and around the oil feed restrictor are needed as per the manual please? The smaller of the two "O" rings fits into a recess in the restrictor as a seal and the larger of the two "O" rings seems to go over the restrictor to make a seal between the cylinder head and the main engine block. The head gasket also fits around the restrictor and also makes a seal. When I stripped the engine down ther larger of the two "O" rings was not fitted to either cylinder. Are the larger of the two "O" rings thus essential items????

Some little Japanese group of engineers decided 2 "O" rings were needed.Who am I to re-engineer it differently.
If you keep it original,it will run like original.
Improve a feature but keep the mechanical integrity.

I have just had the heads off for new valve seals and have renewed both sets of the "O" rings on the oil feed
restrictors as well as 2 HONDA supplied head gaskets. Thanks for the advice -the bigger of the two "O" rings were not there on strip down which is why I asked the question.

Torque the head bolts EXACTLY by the book.NO EXCEPTIONS. 3 step ,correct pattern.

It is recommended to check them after a 100 mile run-in.
