1985 ltd running rich

I have an 85 ltd and it is getting at best 34.2 mpg. I had read a post of some one else having the same problem. In the post someone said to check the pbl and pbr sencors. I pulled off my false tank and started the bike, I then first disconnected the pbl and the bike had no change, then I disconnected the pbr and it started to sputter for a few seconds then returned to its normal ruff idle. I have no way to test the voltage from the two sencors that is why I tried the disconect method. does anyone know if this is the problem with my bike. I am guesing that the pbl is the bad sencer as there was no change to idle when it was disconected. The green conector in the top right side of pic is the pbr connector that when pulled apart had an efect.

you might want to check and see if the coolant and air temp sensors are workinh correctly and in spec,also the the tps voltage a idle and full throttle is within specs
