84 Aspencade Still Running Hot

I've replaced the head gaskets, had the heads checked for cracks and machined, replaced the water pump, thermostat, had the radiator boiled and checked for flow, and synched the carbs. It starts right up, runs great and the fan is working but after 15 minutes on the freeway it's 1 bar from the top. Could it be a bad temperature sensor? Could the ports in the block be clogged? Any ideas or suggestions? And yes I put the head gaskets on the right way.

I have 84 Interstate - same problem does your coolant overflow when the bike is cold? Mine does - really weird, I also replace head gaskets, water pump flushed rad etc.
