Multiple possibilities.
Bad battery
Bad starter
Bad starter solenoid
Hydro locked engine
All in the order of likleyhood.
Volt measure or load test the battery first along with cleaning the posts.

Firstly batteries are not forever things ... especially small batteries ... Take it out , and take it to a proper battery dealer and have him load test it for CCA and check all the cells.
A Clicking sounds like its mostly battery

The solenoid is pretty easy to check ... but watch for sparks ... and don't short anything out

If Its a 1200, then starter is probably tired ... after 27 years ...
about 8 years ago, I removed mine ... and had a pro ( Auto ) starter guy re and re it:
after 20+ years, it had about 3 tablespoons of black graphite / oil in it... and it ran MUCH better when it was just cleaned up ..

If all those are STILL good... Hydro lock is easy to check ( harder to fix )
just remove spark plugs, one at a time Turn off the " Kill switch ...... lol... and watch out for the flying gasoline

Have fun ...
