Only 2 possibilities.
If there is volts on the starter and it will not spin, either the starter is pu pu or the engine is hydro locked.

Hydro lock is a condition where raw gas has accumulated in a cylinder.
Raw gas will not compress and will lock the engine from turning over.
If I suspect a hydro lock,I remove all 4 spark plugs, kill the ignition with the kill switch and bump the start button. If one cylinder has gas in it,cranking the engine will eject the gas out the empty plug hole.sometimes as much as 20'.Do this outside.
NO SPARKS...we don't want to read how you turned your bike into a flame thrower.

On the original setup, the wing turns off the headlight while cranking the engine by the start switch itself. Its a dual switch.Half for the start solenoid and the other provides power to the hi/low switch.
