86 GL1200A electrical problem

Bike is charging nominally at around 13 volts (no higher), and all the lights (headlight, brake, etc.) flicker when engine is running. Digital dash will cut in and out at low RPM. Also, on occasion, when I depress the starter button, I get nothing to starter and dash lights (oil, neutral) cut out. Stator and regulator check out okay. I'm guessing I'm looking for a short, corroded connection (I've cleaned all the obvious PIN connectors) or bad relay. I'm stumped. HELP (Note - bike runs fine when started. I'm not sure if it's running off the battery or not) I have a good Odyssey battery with a good charge in bike.

Have you tended to the dog bone fuse thats hidden under the trap door on the start solenoid.?

I put a new starter relay on my 84, it comes with a newer type fuse. Can purchase on e-bay or amazon.
