Unattached tubing by carburetor

OK, guys.  Been having a strong gas smell.  Then I found gas pooling atop the engine.  Found a small tube, about 1/8th inch, which connected to the top of the left rear carburetor.   The other end was not connected to anything,  but there was a small piece of plastic,  maybe a T-connector,  at about the center of the engine.  I guess the tube should be connected to it.  Any ideas of what this tube is for? Since it was carrying gas, shouldn't there be some clip or clamp holding it on?
But the bike ran smoothly. If I didn't smell gas, I wouldn't have gone looking around.
