checking charging sys

i just bought a 86 aspencade se i gl 1200
it had a bad battery that i replaced,but its only charging12 to 12 .5 and when riding or if fan comes on it dips into the 11's
cant seem to find regulator and im sure this thing should be charging over 13 volts

Lots of posts about the charging system.Your guess about the volts are right.First is the 3yellow wire plug to the left to the battery.Ohm out the stator then loose the plug.90% of charging problems start there.

Measure on the side of the connector leading to the stator (obviously). The first set of readings should be with the engine STOPPED.

With your meter set to measure resistance (ohms), measure from each yellow lead to ground - you should have no measurable resistance.
Measure from each yellow lead to each of the other two yellow leads - you should show continuity or very low resistance.

Next, start the motorcycle and hold the bike at around 3500 RPM.

With your meter set to measure AC volts, measure the AC voltage from each yellow lead to each of the other two yellow leads - you should show around 48 VAC on every pair. Careful, as you're dealing with enough power to give you a serious jolt if you touch it!

Make sure when you're measuring the stator leads while the engine is running, that your meter is set for AC - if it's on DC, it will read zero, or fluctuate near zero.

If all those check out OK, it's time to cut out your stator plug and solder those yellow wires directly. That plug is a major source of failure.
