Height Control Sensor 85 limited edition

Does anyone know what controls the on board air compressor and the front and rear display unit on the right side of the faring on an 85 goldwing limited edition. I just purchased this bike and it won't automatically level itself, the rear shocks have absolutely no air in them. For you mechanics out there, I have no voltage to fuse #5 in the main fuse panel. I know the other side of the fuse goes to the air compressor and it does work when jumped. I'm trying to find out what controls it.
