1998 goldwing 1500SE will not cut off

I have a 1998 goldwing 1500SE that will not cut off when you turn the key off. The kill switch will cut the engine off, but all the lights and the instument panel lights stays on. The battery has to be disconnected to cut everything off. This all started when the bike would not start when the starter button was pushed. I found fuse #11 blown, but everytime I tried to replace the fuse it would blow again. After taking the bike home on a trailer I tried putting the fuse in again and the bike started , but will not cut off. Now after cutting the bike off with the kill switch all lights stays on until fuse #11 is removed.
If any one can give me some help I will certainly appreciate the info.

I'll start digging into the schematic.
Is there any non-factory equipment added to the bike or any modifications that your aware of?
Lights included.

Here's the first test points and info I can find.
Test probe the fuse #11 with the key off.It should be dead.
If it isn't,remove the relay and re-test.
If the volts are still there,pull each fuse,one at a time.
Either the ignition switch is broken inside,or there is a voltage feedback from another circuit.
Let me know what you find.I would need to know when the fuse #11 goes dead.
I've added the parts of the schematic.A bit confusing,but the only way that it can run with the key off is to have volts on that fuse.The kill switch is after the relay.Even if the relay were bad,the ignition switch should shut off the electric to the fuse.
I'm leaning more toward add on equipment or possibly a shorted regulator in the alternator.You could unplug it as one test.The regulator is fed from that circuit too.

Thanks for the suggestion, when I started to check the alternator I found the plug in wire had a cut spot and was touching the alternator. I repaird the cut wire,reinstalled the alternator and everything worked properly.
