Rubber mounting plastic parts

Things seem to rattle and creak a bit more on the old '92 Goldwing. When remounting plastic parts such as fairings, bags, etc., is it advisable to use rubber washers backed by a metal washer for the mounting points? It looks like a lot of the mounting hardware has rubber on one side, but it appears to be quite thin and probably hardened. Any suggestions on a common, cheap, easily available replacement?

There were a couple of the bag fasteners missing the rubber washers on my bike. I used replacement bolts with large fender washers, and a large rubber washer, all acquired at the local hardware store.
