Your cruise control is a complicated system that takes input from many areas of the bike in order to set. Your brake and clutch switches will prevent setting if they are worn, dirty or out of adjustment. I would pull the foot brake pedal up, push the clutch and hand brake levers fully forward and then press set. If it functions then switches are worn or need adjustment. There are other conditions under the trunk with connections. Sometimes just pulling the plug in a connector and applying some dielectric will cure a mystery problem.

Correct, the cruise is a very complex system, and the service manual has many pages of diagnostics just to figure out which part of it can be the cause of the problem. Your best bet would be to get a copy of the service manual and go through the diagnostics they include.

I had that prob. with my 97 QW and the solution was to adjust the break pedal switch.Quite hard to find under the bike.

While I agree the system is complex...there is one thing to look a first. On the clutch lever, there is a micro switch the must be engaged by the lever to allow the cruise control to activate. While riding, gently PUSH the clutch lever and then try to engage the CC. If you can now engage the CC, then the issue may be a worn brass bushing in the clutch lever. This is a $5.00 fix that is very easy to replace..and is easily over looked. If the bushing is worn, the clutch lever will not allow the clutch lever to fully return and engage the micro switch and the CC will not engage.

Just my $.02 cents.....
