vent foam

what is the purpose for the foam wrapped around the little lower vent flaps on the 1500 ? The foam on my 97' is falling apart and comming out the vent.

It's to seal the flap vent when it is closed. Plastic against plastic is not going to have sufficient tolerance to keep hot air from getting by. So they put that little piece of foam wrapped around the part you're seeing, which acts as weatherstripping. When the plastic flap pushes against the foam, it seals tight, and keeps the hot air from going through.

I suppose you could strip the remains of that old foam off of there, and replace it with some new weatherstrip-grade foam. You can get it with adhesive already on the back. Just make sure the plastic is clean first - use rubbing alcohol to make sure it's clean and grease-free, and the adhesive will stick much better.
