GL1500 Fork seal question....

Ok guys, I made a fork seal tool to clean my left seal out from a PDF pic that was posted on line with regards to the Motion Pro seal cleaning tool. It worked great so far. But my question is this, when I went to clean the seal out yesterday I still had some air pressure on the fork leg and some fork oil started to weep up thru the seal when using my cleaning plastic tool. Why would my seal leak fluid and not all the air pressure in the fork leg?
If the seal is truly shot, wouldn't the air would be releashed first .. :roll:

air is above the seal
HAD LOTS OF GOLDWING 75-83
NOW INTO 1500'S..RIDING A 1998 SE

FYI Peeps,
Took a nice long ride today and the seal no longer leaks. Yay!
