COOLING FANS AND CORNERING LIGHTS

My cooling fans nor my cornering lights are working, is this a fuse problem? If so where are the fuses located?
i've only had this bike for 3 weeks and know very little about it.. 98 Goldwing SE 1500

Difficult to be certain without knowing more, but it would need to be two separate fuses and other components would not be working. The only common areas I can think of would be connector blocks or wiring bundles. Consider tracing the wiring back from the cornering lights and fans and check the connectors for corrosion and loose wires and the bundles for severed wires, also trace the earth wires as these probably have a common connection somewhere. I take it you have downloaded the manual from here and that you have looked at the electrical troubleshooting section, if not I would advise you to do so.

I believe the cooling fans work off a temperature sensor, so that could be an issue. The cornering lights work off the turn signal circuit. Do your turn signals work OK? If so, remove one of the lower panels, with the cornering lights in them and check for power at the connector with that sides turn signal on. If you have power check the bulb and the socket for corrosion.
