1500 won't down shift

I have a 1999 goldwing with heel toe shifter and i can up shift but it won't down shift and ideas

My first suspect would be the heel toe shifter mechanism. Is it hooked up to the shifter in such a way that it allows the shifter to be pushed down far enough to execute the shift?

Or a sloppy shift shaft. I was surprised how much mine wobbled before I installed the stabilizer. The geometry might be off just enough to prevent proper shift fork engagement.
