Cruise Module Differences

I have a '93 that will show power on but will not engage. A friend (DaveO430) spent the afternoon checking the wiring & all looks good. We both have heard that Honda (in their infinite wisdom) changed the modules from running off the wheel speed to a combo of wheel speed/engine rpm. Any truth to this? The module I have is missing th e label & there are no numbers or markings anywhere to ID which year it is for.

If you look at the service manual and the electronic troubleshooting manual, both have specific series of diagnostic tests that will isolate where the problem is arising - a little too long to post here. Do you have access to either?
