Cooling Fans

Hi everyone,
I have a 1994 Honda Goldwing SE 1500 and I'm in the process of changing the timing belts and I have a question. I flicked the cooling fan blades with my finger and thought they would spin, but they didn't. Now they do turn but they don't turn freely. They feel a little stiff. When I flick them with my index finger should they spin freely or not? I know when I last started the bike and it heated up I could hear the fans turn on and run. Do I have a problem or not? I'm freaking out as it is as this is the first time in over 25 yrs that I'm even working on a bike. What do ya guys think?

they have permanent magnet motors and can be stiff to turn

Ok great. Thank you . I was getting a little worried that they might be bad. I have everything apart so that the timing belts are showing so now tomorrow I hope to get the belts off and everything buttoned up.
