Open Vacuum Tube?

Hey everyone, I have a 1988 GL1500. It has a metal tube going across the spill tray around the gas filler tube, right in front of the vacuum fuel cutoff switch. The left and right ends connect to tubing going in each respective side towards the carbs. There is a tee just to the left of the cutoff switch on the metal tube, but no tubing connects to to it. Is this supposed to be open, capped or should there be tubing going somewhere? The parts diagram and manual both show nothing about it. If I knew what it was for, or what it is called I would have n easier time finding it I'm sure.

My 88 is the same.Its a breather for the carb body . California models end in a charcoal canister.
I did add about 2 feet of hose to it and lay it at a downward angle past the tank.this helped stop the morning dew from settling in the pipe and ending up un the carb.
