Ok here goes :
I purchased a 1995 gl1500 in July of last year, 16k miles on it , rode it all summer , I put 8k miles on it before our dreadfully cold new York winter happened .
I tried to start it during the winter and gas would pour all over engine and out vent tube, so I waited till April to get it serviced, my tech said the best idea was to rebuild carbs, so I purchased 2 kits from you guys , the needle valves and all gaskets and spring. He remove the carbs and then replaced everything, ( one of the needles was stuck due to ethanol gas) so I rode it but it still sounded funny, and he looked and saw that a breather hose was disconnected, he reconnected it. Then it ran ok unless I full throttled it at 75mph and it would bog down and loose speed and power until I backed off throttle. I have since taken it to a HONDA certified mechanic and he has torn everything back down and checked all line vacuums, slides, diaphragms, and hoses . cant find anything that would cause this, checked spark plugs, all wiring, new air filter , but I was wondering if you have any suggestions?

two things come to mind... blockage in the intake plenum (air filter or mouse nest) and a weak fuel pump or partially loaded fuel filter .. that's all I have.
I am wrong as often as I am right concerning what is wrong with someone else' motorcycle without having seen the machine in person. Guessing with limited information, as to the source of the trouble, is sketchy at best.

replaced fuel filter, air filter , check voltage on fuel pump all ok, how do i send messages from out box!

everything on this bike looks like brand new! all hoses connections , etc.. this bike had 15k miles in 20 years on it . it ran great untill winter freeze which locked needle valve stuck causing the bowls to overflow, now the bogging has got me bogged into oblivian, my mechanic cant figure it out

The 1500s have a vacuum operated petcock located in front of the gas cap. A stuck needle probably won't cause the carbs to overflow if this is functioning properly. Gas is automatically turned off without engine running. This may be defective. You can test by bypassing it with a short piece of tubing.

On the petcock and can be easily tested itself. Check for manifold vacuum on hose while running, then check using vacuum pump that the petcock will hold vacuum and finally check that the valve is indeed open for fuel passage with vacuum applied and closes with vacuum removed.
