Removing Front Fender

Just wanted to see if anyone has had trouble with getting the two little caps off or access the screws for the fork covers. After the guy that painted my Wing, I am trying to put on an eagle head on my front fender, and I can not get those two caps out that cover the allen head bolds for the for cover. Is there any type of tricks to get these out. I have tried and tried with a small screwdriver and not luck.

I just used my pocket knife on mine and they pop right out. Are you sure that you are not sticking the screw driver too far into it? You may be hitting the bolt and not the cover cap. They are real small. :)
