If it's fogging up on the inside, then there is water/moisture inside. I had this happen before on a different vehicle. I removed the headlight, removed the bulbs, then duct taped a hair dryer to one of the bulb holes in the reflector. The other hole was used as an exhaust. I left it running on LOW (don't want to melt the plastic) for about 15 minutes and it completely evaporated all the moisture.

Then check to figure out how the moisture is getting in - is the drain plugged? Is the seal failing? - so that it doesn't happen again.

that happened to me a few years back and I found out that I was using 60w headlight bulbs instead of the 45w and the excessive heat caused the plastic above the bulbs to crack and moisture would get in, I tried repairing with plastic cement and another strip of plastic, but it did not work well. in fact I got caught in a down pour and the rain water seeped in and hit the head light bulbs. double pop and I was driving only on the running lights. thank goodness I was only about 3 miles from home. I had to buy another headlight pc.
