Changed Fuel Filter on 1994 GL1500SE and Now Won't Start

I just changed the fuel filter on my bike and now it will not start. The last time I rode it, I noticed that while running 65 to 70MPH on the interstate for about 10 miles, I started losing the ability to accelerate, but could maintain highway speed. I had this happen once before and found quite a bit of rust in the fuel filter when I changed it the last time. The bike ran fine for about a year and a half and then started losing power like it did when rust was blocking the fuel filter. When I removed the fuel filter this time there was a little bit of rust in the filter, but not like it was the last time I changed it. I installed a new filter and when I got everything put back together the bike will just spin over but will not start. I took it back apart and there was almost no gas in the fuel filter but there was gas in the fuel line. I took the fuel line loose and spun the motor over and no fuel came out of the fuel line, and I do not here any noise coming from the tank when I turn the ignition switch on. I checked all of the fuses on the left side of the bike and they check fine. Is there a fuse somewhere else that controls the fuel pump? If so where is it located? Bike has 31,000 miles on it and has not given me any other problems other than this.

Any help will be greatly appreciated.

I don't think the fuel pump works that way it has to read spark you could jump the ecm wires to run the pump with key in on position

I am not much of a mechanic, what do you mean the ecm wires?
