1994 Goldwing Chrome Front Rotor Cover

Does anyone know how to remove the chrome front rotor cover on a 1994 Goldwing? I found the two screws on each side at the bottom part of the cover and was able to get the rear end loose from the fender, but couldn't figure out how to pull the chrome front rotor cover down and off of the bike? I tried to see if there was a screw or some other type of connection at the top of the rotor cover, but I couldn't see or feel any thing to remove? Would appreciate any help to remove these two covers so I can change the brake fluid oil on the front tire.

In addition to the pics in the previous post, there are also two bolts under the fender on front side of the shocks. If you have the chrome fender bar, these two bolts are also used for mounting the bar and which sits over the mounting tabs for the rotor cover.
