cruise sets but dont work

I tried searching forums for an answer but didn't see one,
1994 gl1500 Aspencade, I just purchased the bike a week ago and the gentlemen had said it just stopped working one day.
The cruise light comes on when you turn it on , and the when you set it, It shows that it is set. But it don't set. Both lights are on but not working.
He had told me before I purchased the bike that he had timing belts replaced and the carbs done last year. not sure if that would matter ?
My question is what could be wrong ? is it like an old car that's got a vacumn pod, or is it all electronic ? if it does have a vacumn pod where is it ?
Any help deeply appreciated.

It is vacuum powered, just like a car. I can't find a picture of the vacuum reservoir installed, but it looks like this:



It is located behind the left fairing lower, right along the frame downtube.

The actuator can be seen if you remove the left side engine covers:
