I bought my first Goldwing 2 years ago. Headlight would not come on after a couple of weeks (all other lights worked) and I had the same reaction as you, what is going on! Not an expert by any means but mine was a dirty switch/connection in assembly where the hi/lo toggle switch is. Took switch apart, cleaned with contact cleaner and no problems since. Other than one of the headlight bulbs burned out last fall. I replaced both with 60/55w H4 bulbs w/ shim a couple of days ago.
Others with more knowledge than me will likely be more help but switch may be a good place to start.
Good Luck!

Also, the Start switch. There are contacts in the switch that turns off the headlights when you start the bike. Those contacts get dirty and keep the lights off. Flick the stater switch several times as a starting point. If it helps, the switch will need to be cleaned so that it doesn't happen again.

Do the high beams work, if so the switch is probably good and the relay is bad. There is a high and a low beam relay to control lights. Can swap relays around to and if lights work you found problem.
