Cruise control issue

Hi all --
I have a '95 Aspencade that has an issue with the cruise control (never worked since I have owned it as the third owner). The light will come on, but it will not engage the cruise control. A mechanic friend of mine has checked all the switches, relays, and module with all checking out good. He thinks it might be the actuator, but no way to test without putting on a replacement i.e. buy a used part and hope it works to test the bike system. Another thing that may or may not be connected is I have dealt with speedometer whistle in the past; have taken the cable and speedometer apart twice and lube it up really well -- the first time with silicon, the second with light gun oil. It seems to have fixed the whistle as I have only heard it for a very brief time since we used the gun oil.
Any thoughts would be GREATLY appreciated as I have over an hour commute one way each day and use my bike as my primary vehicle.

HAD LOTS OF GOLDWING 75-83
NOW INTO 1500'S..RIDING A 1998 SE
