Have you tested the bulbs? They may have burnt out without you realizing it.

What are you referring to when you say "running lights"?

What I am referring to is the same light as the cornering light its just converted to running and is only on with the low beams. Like I stated both lights are out and I took one side apart today and if the bulb on one side is blown would it make the other side not work? are they run in series. I had a guy that was helping me say it was probably the relay but I don't have a service manual for that year would the 93 service manual be the same or did they change a lot between those years?

I have read that the relays are normally closed and that you can cut the green wire to these relays but that makes them stay on all the time, not just with the low beams so, some other modification may have been done and that is where I would start. It is possible that both bulbs have burned out. I would replace them with LED's as they last long and don't draw much power. But to check the relays they are on the frame above the lights next to the radiators one on each side.

On the '98-'00, the lights are on all the time, so there is no mod required.
Honda also moved the relays from each side (above the horns) to underneath the right side fairing pocket.

So with that the relay that I am looking for is the one that says low beam? I saw a box of relays next to the fuse box under the right side cover and that relay was noted on the outside of the box. only thing is you have to take off the right side saddle bag to get the cover off the box. anyway I just need to know if that would be the correct relay.

No, the cornering/running lights have their own relays that aren't in the relay box that you are talking about.
They are tucked up under the plastic in the front right of the bike.

He has an Aspencade so the cornering lights are not stock. Depending on how and who ever installed them it could be a couple different things. When I put them on my 92 I wired them to a switch with a relay. As said before it could be the bulb. If one went out and he didn't notice it and then the other one went out now both are out and you might think they both went out at the same time.
