Rear lower center bulbs

Hello fellow Goldwing riders...this is my first post!! I have a 1994 Goldwing Aspencade 1500 and the lower rear center bulbs need replacing. How do you replace them? I have tried and almost disassembled the entire rear portion of the bike and still can't seem to get to them. See photo...

First, welcome to the forum.
The 1500s normally don't have the center section lit up and if the picture is of yours, you have an aftermarket add-on like this. I added one on mine as well.
If you look at the section from underneath, it is held on by only 2 10mm nuts. Remove those and it will drop out and allow access to the bulbs.

Hi.
If you remove the license plate you will find two bolts holding the license plate frame to the bike. Remove those.
Loosen the top and bottom bolts holding the saddlebags in place. Just loosen the rear saddlebag bolts, no need to loosen the front.
Sit down directly behind the bike and gently spread the bags apart (just about a 1/4 inch and the whole center section will drop off. You can easily change your bulbs then.

If it is an aftermarket (I'm pretty sure that OEM was just reflectors), there is no need to mess with the saddlebags.
Here is the installation instructions for the piece.
It gives a good picture of what's going on.

And you can see that the light sockets are just twist lock - once it is out, you twist 1/4 counter clockwise, and they pop out with the light bulbs:
