It sounds like the fuel level sending unit is bad.
It's on the left side of the tank.Unknown if it could be repaired. One would have to get it out and inspect the innards. It has a winding of resistance wire that may be broken near the end.I have(one time) been able to unwind one turn and reconnect it.It is not soldered (wont stick) it is mechanically connected.
Testing first is a good idea.As the float is moved from the top to the bottom, the fuel gauge should follow.I test this going right through the gas cap.

I found this regarding an 88 1500. Not sure why this worked for this guy since other 1500s don't seem to be affected like this. http://www.goldwingfacts.com/forums/2-g ... gauge.html

This is good information for a inaccurate gauge.
I mentioned the sending unit bad because the gauge does read full then at a half tank it drops to empty.Just like the sending unit lost connection.
