1990 GL1500 overheating

The first thing I did was replace the thermostat, not the problem. Then realized the radiator fans were not operating. Manual indicates that it would be the thermal fan switch. So I replaced, but found no fluid in the left radiator, I thought that odd, and the new switch did not fix the problem. Could this be the coolant sensor out and not allowing any fluid to pump? I new someone else that their fans continually ran when the coolant sensor was out so I did not think that the problem. I grounded the fan switch and got the fans to run so I know the fans are good. Any ideas?

That's really strange. The radiators are paralell. If the right is full so should the left be. Has someone by-passed it? The fan switch will not close if there is no coolant around it.

The right is not full, both dry
