How do you use reverse on a 1994 goldwing 1500le

With motor running or not running and bike in Neutral, lift up the lever on the left hand side the "R" light should come up on the dash. Then press the starter button - the bike should move backwards.

with the bike in neutral pull the reverse lever up, the reverse light should come on it is just a lit up " R "
then push the starter button

The reverse module must receive a signal from the oil pressure switch that the engine is running before the "R" is illuminated and reverse system is then operational for all years of 1500's. If your R light comes on with engine not running it has a fault somewhere and is not operating as designed.

On mine, I have to pull the end of the lever away from the body before it can be pulled up - similarly going the other way: pull the top of the lever away from the body, then push it back down for forward operation. Is that what you all mean when you say "lift up on the lever"?

That is the correct way shown in the owners manual.
