I have a 1999 Goldwing how do I remove the drivers backrest.

It depends on which one you have. The backrest is not an OEM item, they were made by aftermarket manufacturers, and each one is different.

This one has a bar that goes down in front of the passenger seat and I can't pull it out. It seams to be permit like it is bolted in.

Does it actually go into the seat? If so, you'll likely have to remove the seat to unfasten it from underneath.
