1989 GL1500 Cruise surging

When I set my cruise, it works fine. But 20-30 seconds later the bike surges 4-5 mph faster and then slows 4-5 mph slower than the set point. Basically making the cruise unusable. After reading the other posts on "cruise control" I thought I should add that my set lights never turn off and the cruise never actually quits totally.

Any ideas????? Please Help

my '89 wing did the same thing which was solved by removing the inner speedo cable and LIGHTLY lubing it with spray white grease - Don M

Mine worked fine last fall , then started that when the temp was around 38 and lower deg. It seems to have quit surging as the weather has gotten warmer.
The Phantom gray is not the fastest wing color , But it has been known to slip by quickly and appear in front of faster colors at times
