lower rear blinker bulb access

I need to replace a lower (saddle bag) blinker bulb but cant get the lenses out. I removed the 3 cap nuts from inside the saddle bag. Then i slid the 1 inch chrome strip pieces over to expose the screws only to find that the screws were missing. Am I missing something?

When the two screws are removed the bottom panel is removed and you can then get the bulb out. The lens stays in place.

Ok. Once the two outside screws and the inside cap screws are removed the piece that holds the bulbs should come off? If that is correct then that is where my problem is. Something is causing the panel or what I referred to as the lense to not come off to give me access to the rear of it where the bulbs are? I can't post pics from my intelligent challenged eye phone.

I copied and scanned the page and photos to show access to the bulbs.

Thanks for the pics. Now I see the read problem. The PO installed a rear bumper that looks like it needs to come off or is there an easier way to do it without taking the bumper off.

From the photo it looks like the rail encircles where the panel is and from the way it looks you cannot drop the panel out the bottom. The rail probably has to come off to access the bulbs.

I got the rear bumper off and have fixed the blinker, which was a loose wire in the trunk. Go figure. Thanks for all the help on this issue.
