Brand new 2005 wing headlight adjust issue

Hi to all...
I just bought my second wing. My first being a '75 off the floor as I worked for a Honda Dealership back in the old days.
I was looking for another and came across this cherry; a '05 with 1028 miles! It is absolutely new but it has a slight issue or 2.
My first question is...The headlight adjust dial on the left fairing console does absolutely nothing as far as aiming the headlight up or down. Is this a mechanical or electrical issue?
Second; the lower 3 vent louvers on the leg warmer on the right hand side are missing (thanks to his grandchildren's little fingers). Are these difficult to replace; (as I live in a HOT climate and it's the middle of summer here)?

The engine must be running for the headlights to adjust. The vents near your shins let in hot air in the summer and cold air in the winter-not very practical for ventilation.

Thanks Ron. Just as I suspected.
I was on low beam running down the highway when I did the test, so "check" on the engine running.
I did a site search and heard about a relay under the seat.
How likely could it be faulty... Anybody else had the problem then solved it?

Just for the record. Problem solved.
It doesn't say it this way in the manual but you must have the motor running in neutral with the bike stopped for it to function.

On my '09 I can adjust my headlight while riding down the road.
ALR-460; PGR; VFW 3788; AL 460

That makes more sense to be able to do it on the fly.
Since I posted (note my 05 wing has only 1100 miles and the switches seem to be somewhat oxidized from non use). My cruise is finicky too leading me to believe its an intermittent issue.
My solution is to ride the heck out of it in an attempt to break it in properly. Did 500 miles yesterday and after owning many other touring rigs I'll have to say the wing loves 90 mph. The comfort level at that speed is what my Harley tourers were at 70 mph without all the racket and heat.

Might have to use some electrical contact cleaner, wd-40 and exercise them for awhile. Ride hard, ride safe and enjoy life.
