starter maybe

I just purchased a 1982 Goldwing I was going to use for parts. However I think I might put it on the road. Problem is the bike just clicks when trying to start. I tried to jump it at the solenoid, same thing. Also, when I bumped the ignition plug by the solenoid, it popped out. I put it back in, and now there is no power to the key. Could this be as simple as a fuse blown? I should also mention this bike was left outside for 3 years, any ideas ?

Not sure about this part but I'd be tempted to remove all 4 sparkplugs...put the bike in 5th gear and try to roll the engine over by the wheel.
The engine may be hydrolocked.
The bike does have a main 30 amp fuse under the trap door of the starter solenoid.It passes battery power to both the large red wires on the solenoid up to the ignition.

Thanks for your imput, totally makes sense. The PO had a stroke and just gave up riding and left this bike outside. Could possibly be hydro locked. It has only 51 thousand kilometers on it so it is totally worth toying with
