If there is a partial vacuum in the gas tank, the pump is working fine and the vent is NOT.
It will probably start just fine with the gas cap off, which confirms a stuck or clogged vent.

How much use do you plan to give a CB? There's a significant amount of work involved in installing the factory unit.

Other than T-CLOCS, not much more you need to worry about. The 1800 doesn't have timing belts, which are the one weak point of the earlier engines.

I don't see headlights behind me -- my own body is in the way. The mirror is for seeing to the sides with just a glance. By the time headlights are close enough to be seen, they aren't pointed directly into the mirror.

Call starter/alternator repair shops to see if anyone has an older (pre-1996) one available. It's a long shot, but you never know.

There's no reserve. That's why it's a good reason never to pass a gas pump if you have less than 1/4 on the gauge.
