To me it sounds like you have a bad starter. Planetary gears stripped. Might also be a gunked up crankcase due to sitting for so long. Sludge can cause the clutch dogs not to engage. Some tires are prone to cupping no matter what you do. Dunlop E3s have always severely cupped on my 93. Front as well as rear. I now have a set of E4s with about 8k miles and there is no sign of cupping on either tire.

Not ABS but without changing the entire front end the single best method for improving the front and rear brakes is stainless steel brake lines. A huge improvement over rubber lines.

That particular battery is physically smaller than original. You need a YTX24HL. I have no knowledge of that brand.

My vote is on the JBM diaphram. Just did the same on my1500. Quality product. Do you really want to have to pull the carbs again if the patch doesn' t work. And odds are it won't considering it is in the place where the most movement is. How many glues are really gas "proof"?

That sounds like a lot. I have never noticed any appreciable amount of oil usage between oil changes on my 76. I have owned it for 13 years and 50k miles. Never had to add oil.
