That ACC terminal is already fused with a 10 amp fuse - it's fuse #1 in your fuse block, so while adding an additional 10 amp inline fuse isn't going to hurt anything, it also isn't really needed. Definitely some penetrating oil. If that still doesn't work, you can use thermal differences to help. Get the engine hot, then use some compressed air to cool the plugs: invert the can and spray the liquid onto the plugs (the ceramic on the plugs will likely crack when doing this) to shrink the plug...

The absence or presence of resistors in the secondary (sparkplug) side of the coils won't make any difference in the current load on the CDI box, but what CAN make a difference is the coil resistance on the primary side.
