The tool tray may be ABS, but don't believe the body panels are. Drop some acetone or nail polish remover on the tool tray. If it softens, it's ABS. The #1 way to know your crossover is leaking is the presence of coolant (or coolant stains) on the top of the engine.

Most likely he's talking about the coolant crossover pipe that delivers coolant to the heads. They have seals and the seals can begin to leak, causing coolant to drip onto the top of the engine.

It runs on standard system power, so 12 volts (closer to 14 when engine is running).
