Verify that the battery connections are clean and tight and have the battery tested. You might be describing to low of voltage to turn the starter over.

My 2003 GL1800 was having fluctuating operating temperatures. The mechanic found that the coolant level was low. He topped off the cooling system with "Ice" Coolant. All is good now. The other thing to not do is to stack connectors at the battery posts. At most there would be 2 wires at each post. One each for the Wing, and one each for a aux fuse box if needed.

Have your battery tested. Make sure your connections are clean and tight. The next time it happens, see if the FI light will show its code. With the cover off, did you clean the insides well and look for any cracks ???

Actually, is that a crack ??? If so, to fix the engine case needs to be replaced.

As for pre-sets, every year is a little different regarding what is saved/not-saved. Be sure the battery you installed is a 18amp/hr ... nothing more, nothing less.

It is best to not crank it over. Start by removing the fuel cap and inspect the filler neck under the cap ... any rust ??? If so, it can require a lot of work the get it running.

Is your Wing equipped with aftermarket chrome front exhaust shields or are they OEM ones ??? Got a picture of them ??? Have you verified that the cable is attached correctly on top ???

Verify that the left pad is installed correctly by looking in through the wheel on the left side. The arch of the pad should follow the arch of the rotor. If the arch is different, the top edge of the pad could be hitting the rotors' rivets.

When it's reproducible, try reaching back and pushing on the passengers back seat. If it goes away, make sure that your trunk striker's screws are tight, and that all your hinge bolts are there and tight. Check for pulls left and right, and for handlebar wobble. Any wobble ??? As a decel wobble happens on most Wings, what would your test...

If the oil level and oil filter are full of oil, I believe if you left the plug out for a period of time, you would eventually see more drops and even a couple of quarts ... probably at least what is in the oil filter would drain. It needs to be installed with lock-tight. That means the oil drained, the plug removed, the treads cleaned, and medium strength lock-tight used. Because I repair many 5th gen transmissions, I also do lots of 5th gen engine work, and have always torque the core plugs to 45 ft/lbs.

It is a screw-in core plug. All 5th gen cases have 4 of them. They come as part of a new case assembly, and they cannot be purchased individually. Therefore, there is nothing in the service manual about them.
