I guess I wasn't clear. The lock is stuck unlocked, but can't be locked. Bike starts and rides and everything. Neighbor mentioned that his son's bike was stolen (different part of town) so this was a good kick in the butt to see if I could get my bike's lock to work.

Yup. I already pulled out the switch to see how things looked. I blasted the handlebar locking pin with WD-40 and it still won't move. I tried to remove the back where the wire harness connects, but only one of the plastic locking tabs will move. I had hoped I could look inside to see where the mech...

Seized Handlebar Lock

Anyone have any tips for fixing a seized handlebar lock? I can push in the key and turn it counterclockwise a tiny bit, then it doesn't move beyond that. The key can be removed from the ignition at any point (even in on, acc, and p) so might it just be a worn or badly copied key?
