Where are you hooking the test light as if the trailer was hooked up? At the green Bushtec trailer connector? That is where it should be tested. As I read through the posts my thoughts were exactly as MikeB said... The relay in the trailer isolator harness that was added on the bike has gone bad. I had to replace mine on my 08 when I bought the bike used, it was also a Bushtec isolator harness that went bad. They are made by ECC, Electrical ...

Start with testing the wires to the ign switch for power when off and when key is on.
Yes you can test the solenoid. But if the lights don't come on with the key switch you have to start there.

Have you retorqued the head bolts? Once you put 100 easy miles on, let it totally cool off(overnight). In the torque sequence, Loosen a bolt slightly then retorque, move onto the next bolt in the sequence.

OK. Those high voltage lights in the saddlebag were Honda accessories to replace the stock reflectors that the 1500s came from the factory with. Do a load test on the battery. That drop you mentioned of 12.4 to 9.5 is indicative of an internal short in the battery.
(Your adding in the bit on the other bike makes for confusing facts. )
What is the alternator putting out on this bike?

I delt with this a couple weeks ago on a 99 I worked on. You probably have a bad ground pin burnt in one of your connectors. Does your bike have a multitude of added lights? Especially if they are on with the key all the time. The extra load those added lights tax the small ground wires in the harne...
