The idle jets are still clogged. It will run at full choke but won't idle. The choke richens the mixture restricting air and adding more fuel to the cylinders making your plugs black. Squirrel, These btake rebuilds are not the most fun. I've done about a dozen of them, they get easier the more you do. The brake systems on most of these old bikes need attention espically if they have sat for any length of time or previous owners did not service the brake systems on a regular basis...

Check the frame neck as previously stated, but to my eye, it looks like a 1983 GL1100 Interstate from which some one has removed the bags and fairing. Wiring on these bike is pretty simple and straight forward. Most of it is plug and play with the same color connectors and plugs. Wires are usually color to same color,(red to red, green to green and so on). As mensioned above, take a look at the wiring diagrams and you will not hve problem.

I agree with the JB Weld solution. It seems that this motor was the victim of an inexperienced mechanic. That is what I'm attempting. OK, you will have to use the 82 rear brake caliper, the 82 brake caliper punch, the 82 brake disk (most likely still on the 82 wheel), all of the 82 axel spacers. I'm not sure but you might need to use the 82 master cylinder as well. I don't know if the 81 master cylind...

I checked the parts fisch from Western Honda, they both have the same part number. Are you tryin g to install the 82 wheel on the 81 bike?

I believe the swingarms are the same, no need to swap them. The diffrence in the rear of the bikes is the rear brake caliper.

There were no Aspencades built in 1981, I believe the first year was 1982. The tire sizes were also changed in the 1982 model year as you noted, 1980 and 81 were the same. I believe I would use the 83 wiring harness in the 82 faring. You have to pull all the components out of both fairings anyway and you already know the gauges and other components work with the 83 wiring.
