Yeah, looks like an aftermarket add on. I don't think Honda ever had connectors like that. I would trace the wires back to the other end and you may find the other end not connected either. This could be some kind of security/alarm system, but, you would have to contact the previous owner to get the key fob remote, if that is what it is.

The CB radio comes out with the panel. And then there are 2 screws under the radio that attach the CB to the back of the panel.

My thought would be to replace all four of them as all the rubber is as old as what was torn and will likely tear again. I would think that maybe you didn't get that float set quite correctly or the float valve is sticking and not properly closing. Left side relay box #1=Low Beam; #4=High Beam
Try tapping on the relays with a screwdriver handle or something similar to maybe get it to work if it is stuck. This might work but, only temporarily.

I've never had one apart myself but, if it is in fact the speedometer that is noisy I might try a drop or two of light machine oil in the spot where the head turns. But, it is very likely that it is the cable and the best way to lube it is with some white lithium grease and if you take the cable out...

Tie a medium size cable tie through the hole on the cover before you insert the grommet. Pull it up tight and that should take up some of the size.
