Sounds like the float valves are stuck closed. If it has not been sitting to long, try putting some Seafoam in the fuel inlet hose and after a day of soaking, rap on the carbs with a plastic handled screwdriver or some other item that won't damage the carbs. That is your idle adjustment knob. You can turn it to raise/lower your idle RPM. You may have to force some lubricant down into it as they have a tendency to freeze up.

Try removing the kill switch (two screws underneath) and check the two electrical connections for the kill switch. Check the terminals under the kill switch. Years and miles of vibration can cause these connections to loosen and then you don't have power to the fuel pump or ignition. Been There/Done That: Run a whole can of Sea Foam in a tank of gas. You may have to run a couple of tanks to clean the carbs out but, keep the choke on slightly until it starts to clean up and idle higher. I think I might put a volt meter on one side and a weather proof power outlet on the other side to charge cell phone. The power outlet would be more convenient than in the fairing pocket.
